SoCal Public Agency PDF Accessibility Scorecard

Agendas, forms and flyers are how residents deal with their city. We check public agency PDFs for the problems that stop blind and low-vision residents from reading them with a screen reader. Here's what we found, agency by agency, and how to fix it.

The ADA Title II deadline. The U.S. Department of Justice's 2024 rule requires state and local government web content, including PDFs posted on their websites, to meet WCAG 2.1 Level AA. Under the DOJ's April 20, 2026 interim final rule, the compliance dates are: Source: ADA.gov fact sheet and Federal Register, April 20, 2026. Which date applies depends on the agency's population (Census Bureau figures); this is general information, not legal advice.

Full-site scans, ranked

Ranked by the share of checked PDFs that failed at least one basic check (tags, title, language, text layer, form fields).

Document samples (not yet scanned site-wide)

For these agencies we checked a small number of documents with the veraPDF PDF/UA-1 validator. A few files can't represent a whole website, so we don't rank them or give a site-wide percentage.

How we check

Full-site scan: our scanner visits the agency's public website politely (respecting robots.txt, one request every 1.5 seconds), collects up to 200 PDF links, and checks each file for tags, a title, a language, a text layer and form-field labeling. Document samples: individual files checked with veraPDF, the open-source PDF/UA-1 validator.

These are automated checks of specific, verifiable problems. They are a starting point, not a legal finding. Results reflect the files online on the scan date; agencies may have fixed files since. Ask for a free re-scan of your agency, or add one we haven't covered.
