City of La Puente: PDF accessibility results

Here is what we found on the City of La Puente website, and how to fix it. We share this to help; many agencies are working through the same issues before the ADA Title II deadline.

The 3 biggest problems

Ranked by how much each blocks access (unreadable scans and unlabeled forms first), then by pages affected.

  1. Scanned pages with no real text

36 PDFs, 1,098 pages. These files are pictures of paper. A screen reader finds nothing to read, and nobody can search or copy the text.

Fix: Convert to real, proofread text (OCR), then tag the structure.

  2. Forms that screen readers can't fill out

3 PDFs, 163 pages. Form fields on untagged files usually have no spoken name, so a blind resident hears "edit text" and can't tell what to type.

Fix: Rebuild the form with labeled fields and a logical tab order.

  3. Files with no tags

97 PDFs, 6,943 pages. Without tags, a screen reader can't tell headings, lists, tables or reading order apart. Long agendas become one undivided stream of words.

Fix: Add tags for headings, lists, tables and reading order, and describe images.

The ADA Title II deadline. The U.S. Department of Justice's 2024 rule requires state and local government web content, including PDFs posted on their websites, to meet WCAG 2.1 Level AA. Under the DOJ's April 20, 2026 interim final rule, the compliance dates are: Source: ADA.gov fact sheet and Federal Register, April 20, 2026. Which date applies depends on the agency's population (Census Bureau figures); this is general information, not legal advice.
